What: Our advocacy on childcare reform and submission of the 'Marshall Plan' has created a government commtiment for 400 rehab centers for disabled childen and the doubling of adopters allowances. It falls upon us now to create 10 model care facilities as a template for the 400 rehab centers and create a radio campaign to raise awareness of in country adoption. For all institunionalised children the outlook is bleak in Ukraine, with 60-70% graduating to the streets, prostitution and crime where there's an HIV epidemic. For a disabled child, the outlook is bleaker still. Some starve, for want of medical attention.
